1. Franco
Franco is one of the best heroes to counter Kagura due to his ability to suppress her with his ultimate, Bloody Hunt. When playing as Franco, use Bloody Hunt to hold Kagura down and coordinate with your teammates to quickly eliminate her. You can also use Iron Hook to pull her back if she tries to escape.
