Lolita: The Shielded Guardian
Lolita is a formidable hero against Harley due to her ability to reflect all of his ranged attacks and skill projectiles with her Guardian’s Reflection. This makes her the perfect counter to his spells. Additionally, her stun from Power Charge can interrupt his combo and give your team the opportunity to eliminate him. Use Flicker as your battle spell for added chasing capabilities and consider building Radiant Armor or Athena’s Shield for magic defense.
Hayabusa: The Shadow Assassin
Hayabusa has the advantage of being able to dodge Harley’s skills and quickly catch up to him. When hit by Deadly Magic, use Ougi: Shadow Kill to avoid further damage from Poker Trick while dealing damage to Harley. Even if he uses Space Escape, you can continue to attack him with Shadow Kill as long as there are no other enemies nearby. Use Ninjutsu: Quad Shadow to chase him if he tries to escape with his magic hat. Consider purchasing Radiant Armor to mitigate his magical DPS.
Chou: The Agile Fighter
Chou is another excellent counter to Harley as he can evade his abilities and take him down in the process. Use Shunpo or Jeet Kune Do to dash out of the way when Harley casts Deadly Magic and Poker Trick. Alternatively, you can dash forward with Shunpo or blink in with Flicker to cut his combo short and then use The Way of Dragon to potentially eliminate him. If playing Chou as a roamer-tank, aim to kick Harley towards your allies with The Way of Dragon to burst him down.
